Taekwondo Was Considered Karate And Nobody Complained
Taekwondo originally was always considered Karate. This is a great book called Korean Karate: Free Fighting Techniques by Grandmaster Sihak "Henry" Cho who wrote it in 1968.
If you love Taekwondo history sound off in the comments.

@@JohnDoe-mp1yn I think the Kwans that were most like Shotokan were light contact or "no touch" point fighting. Very traditional but I'm certain some of the schools had full contact fighting even with punches to the face. This is because life was rough in Korea and many gangsters and ruffians trained in Korean Karate back then.

General Choi initially acknowledged that Taekwondo was derived from Karate. Later on he denied this, due to Korea's political narrative at the time. They were trying to promote the "Korean spirit" and deny Japanese influences on what were "good". This was when they tried to link taekkyeon or hwarang or other obscure traditional Korean arts to Taekwondo. That said, Taekwondo as originally taught by General Choi had certain nuanced differences to Shotokan Karate. For me, those differences are like how different Karate schools have differences. The kara in karate is originally written as 唐 (Tang of Tang dynasty, this is the Tang in Tangsoodo). Literal translation of Karate was "Chinese hands". When Okinawan Karate got standardized for Japan, they rejected the 唐 character because it went against their political narrative. So the character 空 (meaning void, also can be read as kara) was used instead. Today, the majority of Karatekas and Karate organizations recognize the influences of various Chinese martial arts on Karate. As far as I know, Taekwondo practitioners are yet to widely recognize the influences of Karate on Taekwondo, but WT does acknowledge, albeit downplay, the influences of Karate on Taekwondo.
